WHAT FILING A COMPLAINT IN ICC MEANS

Nagbigay ng kanyang legal opinion, partikular para sa mga laymen, si Jenny Jean B. Domino, 2014 UP Law graduate na katatapos lang sa kanyang internship sa International Criminal Court (ICC), re: "What FILING a COMPLAINT in ICC means."
Kumpara sa Philippine concept of filing a complaint at the Prosecutor's Office does NOT apply to the ICC, ayon pa ke Domino.
The ICC Office of the Prosecutor (OTP) ACCEPTS any INFORMATION submitted to it regarding a situation and need not be in any specific form and may be submitted by anyone.
The submission of INFORMATION, the equivalent of FILING a COMPLAINT AFFIDAVIT here in the Philippines, does not necessarily initiate the criminal action.
It does not positively tell us that the 'CASE' will proceed at all, much less if it will be favorably considered.
So ang tanong eh ano ngayon ang kahihinatnan ng FILING ng INFORMATION vs Digong et al sa ICC no'ng Lunes (APR 24) bilang Court of Last Resort, WALA LANG?
Ang paliwanag ni Domino: It does not carry the same impact that a complaint affidavit filed with a Philippine prosecutor does, but it is nonetheless crucial in alerting the OTP to the seriousness of the drug killings in the Philippines, which could later prompt it to conduct a preliminary examination.
